When you said halogen did you mean hps? Halogen lights are pretty useless for growing, they give out the wrong color spectrum

I've never done it but I've read that you can throw the filter in the oven on a low setting for a couple hours to reactivate the carbon. If your filter is fucked and you've got nothing to lose give it a shot.

Your plants will be fine in a lower humidity setting as long as your temps are in check. Raising humidity is a lot easier than lowering though. Humidifiers are cheap or you can just leave jars of water in your room. 50-60% is good for vegging 30-40% for flowering

No, peat moss has no nutrients and neither does perlite. However you shouldn't need any nutes for your seedling for about a week
