Only if the person doing the growing knows what they're doing. An experienced grower using cfl's or linear fluorescents will probably get a better yield than a numpty using a HPS. Light is only one part of the yield equation - there's plenty of others.

Okay Redgoblin, perhaps I was a bit harsh on you. Here's the correct way to water your plant - Use the 'wet/dry' watering method. What that means is - you saturate the plant with water until it runs out of the pot. You fully saturate it - that means making sure the soil is watered fully...

If it's in a pot then you treat it as if it was inside under lights. Start it off at 1/2 tablspoon per gallon and see how the plant takes up the nutrients - next watering give it plain water and then if necessary give it another 1/2 tablespoon per gallon or increase it to 3/4 tablespoon etc.
