As people have said, it seems to come down to the amount you are being charged per kw of electricity.
Hanging a HPS with the extra infared will most likely keep your leaf surface temps at an acceptable level while the air temp is cooler
So oil filled radiators are the most efficient right? If you are just exhausting all that heat how would adding a smaller heater help? It might reduce electricity cost but you wont be hitting temps you require if you had to run the 2kw oil filled rad 24/7?
