get a usb splitter they are cheap AF and you can run like 4 usb fans which are tiny and silent from one plug socket you could have them placed all around the tent and they would move enough air surely ? it's only supposed to be a breeze over the plants and if your 14" is only blowing 1 way 4...

dude that is a shit ton of lights for the age of them seedlings you would get away with a 1 of your 23w cfl on each plant for now just keep them close so they don't stretch i realise this advice dosen't solve your current problem but going out on a limb i'd say the lighting overload isn't...
