    I wouldn't call them short. My plant is around 2 months old, or more, and it's just getting to a foot tall. They could be taller, but they look good.

    Generally I'd say you want the plant at least 6" before flowering. The most important thing to remember is the plant needs to be strong enough to hold up the bud it will be growing. If the stem looks too thin, either wait or find a way to support the weight it will get from the buds.
