How long are you going to be out of town? If it is only a couple of days. I would suggest giving it a very plentiful watering and just raise your lights a little. Let it do its thing while your gone.

Judging by your picture, I cannot tell male from female. You need to take some up close shots of the upper nodes. Look at where the Fan leaf, and the New growth meet the main stem. Look at the Picture I have attached.

Technically you want 2000 lumen / sq foot. or 50 watt / foot if your only using 13w fluorescents, your are going to need a shitload of them. As the plant gets bigger, your going to have to add more and more. If you do not, it will be stretchy, and not produce much.

You are only using CFL's. They Will not get hot enough to burn down anything. Except for your plants if they reach up to it. You will be perfectly safe. Just make sure you water those babies before you go. Now if you were using a HID light, I would not suggest it.

Drooping is perfeclty normal. Your plant needs to sleep too. Just don't over water it will droop from that too aswell. and a 250w You should be able to put about 10 inches from your plants.
