You can also add lime to the top of the soil and then water to bring ph up. Check the growfaq

My ph doesn't seem to change at all when I let it sit, however the chlorine smell does go away. Also, you might want to make sure your city uses chlorine. I know some use ummmmm chloramide ( I think that's what it's called ) which does not evaporate.
