25 plants in 3 gallon plants for sure... you may get a bit better yield per plant with a 5 gallon pot, but nowhere near the almost 50% increase you'd need to make up the fewer plants.

400 watts is plenty for 2-3 plants. Depending on the space I'd say you could grow 4-5 no problem at all.
