    It's all about preference but I usually transplant around the 3rd set of leaves or so, or once you see roots coming out of the bottom, whichever comes first. They usually have a well built root system by then amd will hold together well for a transplant.

    Usually just 2, but again because of my space issue, I transplant out of cup when I'm sure the roots have reached their potential in that space I move it to a bigger pot to veg it out, then a couple weeks befor flower I transplant into final pot.

    Dont even worry about the outdoor part dude, it just means they do better outdoors, not necessarily that they need to be grown outdoors. I would bring it down to 20 hours on and 4 hours off at least, it won't do any harm.

    That's your main problem, you need cfl's regular bulbs will not work for growing, a 100w cfl puts off much more light and less heat so you can put it closer. Get cool cfl's home depot for 5 bucks. Yes it should be fine to cover up the extra stem because roots will fill up that area anyway...
