80 cfm is a very small amount of air. At 4" diameter duct, i would doubt it could blow a cigarette off a table, or blow out a match. This may be why you dont notice much happening.

If you are willing to sacrifice a little space, perhaps you could decrease the volume of space in your tray by 6 gallons? Maybe lay some bricks in it or 1 quart weighted/capped plastic jugs on their sides, or optimally lay a 4x4 pvc fence post capped at both ends in there. just a thought! :)
