You should pick up a few 42watt cfls for side lighting. The one big cfl at the top isn't really enough and doesnt penetrate the canopy that well. 2 42watt cfls on each side would greatly improve your lighting
That 700g per plant is pretty unrealistic. The only way to acheive that is through experience, HID lighting(lots of it), perfect conditions, and lots of veg time. 700g outdoors is still a very high estimate
I have the exact same planter tray thing. I kept a plant in their for just about 1 week, until roots started coming out the drainage holes. I would go with small styrofoam cups, which will probably last you about 2 weeks, and then put them outside

It looks like you might have a little bit of stretching going on(maybe its just the angle) but definatly lower the lights to prevent it from stretching, just make sure its not too close so you wont have heat issues
Definatly switch most bulbs to 2700k but keep a small amount of 6500k for full spectrum. The more light you can get in, the happier you will be in the end

I think you should top first after the 4th node or so. Then top again after 2 more nodes. This will give you 4 main colas, that you can then tie down away from each other so they grow horizontally. This will create a nice bush
