should i move the light closer or move it away from the plant ?

i know the plant seems good, but should it be growing faster from seed ? TODAY the height of the plant is at the rim of the pot it grew about 1/4 inch over night is that good or bad ? and my last question, the stem had like a purple/red tent to it on the first day when it started to come out...

i hope she a fem and all the time wont be wasted, and the fan not strong at all! it just enough to keep the air moving around
