You can always bury the stem up to the height you want the plant to stick out of the ground. Iv'e never grown outside, but my buddy in Texas has and he always grows them for a couple weeks indoors before planting them outside, idk if thats the best way or not but it seems to work well for him.

You can just solder in a new LED if one goes out, LEDs at radio shack are cheap, but still if you want to avoid the pain in the ass of doing such a project, a bulb is easier to replace.
