What are your temps in the grow room? Also that soil looks a little dry for seedlings. Spray around the base with a spray bottle to get the immediate area around the plant wet. Right now that plant needs water more than anything and if the temps are a little warm they need water even more.

Nah.. 2x600's will cover that space. What you choose to put in that space is up to you though. 50ish SOG friendly plants in 4" cubes will do great under 2x600's in a flood and drain. Obviously, 2x1000's would be better.. but 600's will still do about half as good :p
