Yes, passive intake would be fine with a properly sized exhaust fan but I think he's asking if he needs an intake rather than not having any intake at all.

Unless you are using CO2 supplementation, intake is required. The plants use CO2 and once it's used up they stop growin.

The CFM remains the same but when you constrict the ducting the velocity increases (and causes the fan to work harder.)
