Well imo, the hps is the way to go, I tryed planting under two 45W led panels and it worked like a charm, but there was no thickening to the stem after 3 weeks, and just three sets of leaves, compared to the 250w hps the stem was thick and actually the plant looked better, 6 sets of leaves...
