Could be stretching, try putting the lights closer to the plant. If you put your hand under the light and it is too hot for your hand it will be too hot for the plant, CFLs can get pretty close. HID I believe is the same rule for the heat.

That's what i'm doing, if I had the money I might invest in an HPS or something for flowering or to go along with my fluorescents but I don't mind not having to pay a huge power bill and also I don't have to deal with heat issues.

I didn't place my seeds into soil until I actually saw the seedling start to sprout, one of them didn't even have a shell anymore and survived. Maybe you're planting too soon? I say just water them once and wait. :)

Those tubes might be able to get a little bit closer even, my tubes are not "high output", (yet.. maybe I'll get them haha) and they are almost cool to the touch. a little warm if on for a long time. I've even had my plants touching for a little while and no burning whatsoever. Hope this helps.
