    Raises the question, what were the lowers like on the original plant? If they were just like the upper buds, it's likely a problem with the seeds. If it were too much light intensity the lowers wouldn't be affected as the intensity would be lower. How do you dry them?

    So you're growing in coco. That's a bit different from growing in soil. You need to keep it moist, and feed with a slightly lower ph. I don't grow in coco, so you may want to search threads about it. Ask some of the more experienced coco growers for tips.
