The whits cottony stuff def sounds like what is called "powdery mildew". Albeit not great it can somewhat be easily fixed. Do a search on Powdery Mildew. However the nastier of the two, the rotting buds with brown squishy shit is def Botrytis (aka Bud Rot). Here's a link that may help you out...

Yes a loose wire/intermitten electrical contact could certainly cause "heating-up" issues. Also did u have to add an inordinate amount of length of wire, very long runs can gaet warm, espcially if u coiled up the extra length. Has the fan run before? Or is it new. Might be defective...

If you have to emergency chop becauce you have some seriously infected bud, take out just that whole stem right down to the main stem/trunk. If the rest of the plant and buds look fine than leave em. Properly remove any infected buds form the stem outdoors. If you have to do an any...

Oh yeah forgot to mention, I also covered my 6" in-line fans @ 495 fpm with a banded sleeping bag strip (had to use two pcs, one for each side of the fan). I can stand next to my cab and I hear the circulation fans inside more than I can actualy hear those big vent fans. Hope this helps...
