I start this very early on. As soon as its anchored enough, to bend over, and I do not mess with the growing tip, unless Im trying to slow it down. . Some plants that get stiff stems have to be started really early, or they will snap. Others that have more flimsy stems, can wait a bit longer. Some plants will hate to be trained like this, and will stunt.
