i prolly should have asked earlier, but now that i need a ballast, will i need one for each lamp? does the wattage have to match or can i go a step up with the ballast?

im getting supplies ready for my first try at this, i want to go with HPS bulbs, but i only was gonna try for 2 plants. i found 2 100 watt lamps, but i keep reading about ballasts..... will i need to get one also????, or because they are only 100 watts, i wont need one????? this is only for...
