hi stco, i dont have a huge amount of plant diagnosis experience, but ill tell you what I think it could be...... looks like it could be a micro deficiency. ( zinc? calcium?) or a nutrient burn issue.(although-fuzzybuds-I start giving my plants nutrients in low amounts as soon as they sprout)...
