I need some better technigue cause i cant get mine to sprout

same set up i have mine are sprouting right now i have 3 100watt clfs thought and the fans keep the rubbermaid cool it just feels hot up there to u hahah

I have a rubber maid grow going with a nice set up Intake Fan mounted in the side of the tub with a carbon air scrubber exhaust outlet hooked up to a my exhaust fan. 3 clf 100watt Lights mounted on the cover. But!!!!!! i need more soil i only have 2-3 inches of soil. I want closer to 5-6...
