It's all a bit confusing!! HELP!!!!
you said you room is 3x3x3m...which is rougly 9ftx9ftx9ft or, 729 cubic feet... this means a fan with an exhaust fan with a CFM rating of 750, you'll change the room out every minute... with a 350 cfm fan, it will change out about every 2 minutes... ideally you want to make sure that all the air is changed out at least every 5 minutes... this is exhaust.. not intake...

i personally leave my exhaust fan on all the time.. lights on or off.. to constantly be pulling (passively) fresh air in.. so mho is that you should leave it on all the time and constantly be cleaning it as its exiting.. now if you want to be conservative, have them turn on an hour before lights on, and turn off an hour after lights out... but always make sure exiting air is cleaned...
there is not an actual answer to the question you have... but i can help give you a good idea.. first you want to exhaust more air than you bring in.... to much air coming in, and not enough going out, will cause a positive pressure in your grow room.. so you'll end up with a warmer environment and it should be.. so always try to keep more air leaving than entering.. and that will bring in cool air passively...

ok.. as far as cleaning the air actually goes.. its always a smart idea to clean all the air that leaves the grow room... be it a carbon "can" filter or an ozone generator.. just something.. the air leaving the room is the air that will contain all good, but unwanted smells.. so it needs to be cleaned to keep smells contained...
