all my m8 plants started budding august and mine 1 doing nothing

cant take it inside cos its bout 8ft tall and all my m8 plants are in full bud already... now its 13hour light 11hour dark

i started my outdoor plant in march now its september 19..there is no signs of any pistils or budding sings...i live in spain .. any ideas

there is no sign of of pistils or buds growing yet but my brothers plants started buding but a week ago

well if u have 12 hour day light 12hour dark they should start to bud
