Can i keep my lights on if they arent sprouted yet or do i keep it dark?

Well to be completly honest, i dont even know what strain they are because i bought weed awhile ago and it had seeds so i looked up how to grow them and got where i am now

I did the cup of water, then i did the paper towel method. Sorry for the noobish questions but if they do grow, how do i know when to harvest (or whatever slang you use lol) them.

Trouble growing marijuana indoors. I planted my weed (I did the whole germinating thing) but it doesnt seem to grow. Its been under flourescent lights for 2 days now and still nothing not even a stem.
