Bone meal and blood meal are slow release fertilizers...I would go with some bat guanos in which the nutrients are readily available to your plants and you can find about the same NPK values as well.

If you keep your plants on 24 hours a day inside you can grow them as long as you want before putting them outside. I'd say grow them to about a foot and put them out mid to late May or early June depending where you live.
There is a nice little lamp from htgsupply.com which is a 2ft 2 bulb fluorescent that puts out 10,000 lumens and you can basically put it right on top of your plants. I grew with one for a while and it worked very well for veg.
A 150 watt sodium could probably flower atleast 8 clones in smaller pots. It would be a nice micro garden ya know...just scaled down a bit. Just get a good mother established and feed the flowering room with clones. It will produce!
Most pc cases have only three or four 26 watt CFLs. I saw a couple videos on youtube that didn't have bad results. One guy on there had a nice chunk he grew in a PC grow box.
You probably want to use just one or two 400 watters. If you do raise them to high you will lose lumens. I wouldn't raise them any higher than 2.5ft. Even a 150 watt lamp without venting can be problematic. I wouldn't use HIDs unless you can properly vent them. I like CFL lights. A 250 watt CFL...
