How long ago did the indicas start showing signs of budding? I agree that the most likely cause is just that sativa dominant strains tend to have a longer flowering cycle, which could explain the seemingly late budding. I'll check back when the pics are up to help give you some a more definate...

Also, after the power returns and the temperature/lighting returns to normal, there may be a 24hr period where you may notice very little growth- if any. This is just the shock that follows the temperature/light stress and is normal. Best of luck again
