when you feed your plant, do you JUST feed it, or are u supposed to water AND feed? i know its stupid im just not sure. please help.

will this stuff work for my indoor plant? i mean because it says its for fruits and veggies, it's the only stuff i got right now and i have some type of bug in my plant, doesnt really look like a spider mite. can you help me out? and also would it be classified under a "indoor house foundation"?
