Sounds like you need more water and nutes as well, thats probably what the light colour is. Personally I'd give the soil a good soak with nutes as well and then leave for a day or to and re asses after that.

Yeah this is possible, you just do it until the first signs of the sex are showing and them out them in to re veg. It is possible to flower a plant multiple times as well. Its just not always worth it or beyond the growers knowlege/ skill. Hope this helps. Good luck btw.
