i read about using sulfur but i dont have an actual grow room its just a really makeshift setup in my basement so sulfur would just stink up the house. whats this neem oil and how do i use it?

first time grow. only one plant in soil under CFL. its real ghetto but its about 20 inches tall in the veg stage and theres small patches about 3/4 of an inch at most of greyish blue fuzzy fungus on the soil but not on any of the leaves or stems. what should i do???????
