if there is a tipping point (which I've never really heard of in MI) it is going to vary by jurisdiction and/or utility company. If you are "legal" I wouldn't sweat it. If you are in a "legal" state I wouldn't sweat it much.

Yes all the ballasts are identical, in fact I had a 600W ballast from the same mfr -Welthink, and it was about 4" shorter didn't fit the joists ;)
