my plant is 3 feet tall and its female i run it on 24 hour light it it is female but im curios when do i start the 12 on 12 off like its 9 weeks old and im wondering when im supposed to get this baby budding so can someone help me

I was changing my plant today to put in a bigger pot i got fresh soil. so i removed the plant from the old container and put it in the new pot with in 20 minutes the plants started withering away and started to look like it was dying i waterd it and it seemed to have no affect what should i do...
