anyone? this light is not enough to flower?

i havent started my grow yet im getting some bagseed and im going to start when i have the lights.. why cant i flower with these lights? how much lighting would i need?

i was just wondering if two 42 watt CFL lights would be enough for two plants in a rubbermade growbox i covered the thing in tinfoil for relfection and i also have two small computer fans wired to a 12v charger for air circulation and a small hand held fan inside to flow the air around inside...

Im starting my first grow in a rubbermade box I have two of these lights, im not sure if they would work or not. They are 50watt each and they look like this. On it, it says reflector 50 watt 120 volt These are the only lights i have and im only growing two plants
