Can we cut the license without having to deal with the grower again or do we have to get the paperwork back from him? He says my step father owes him money now so can he refuse to give paperwork back until we pay him?

Using the copy of the laws I have I presented the grower with a letter requesting the remainder of my step father's meds and the return of his paperwork. This is when the grower told me we would have to take him to court and that we owe him $150 per ounce for the 8 ounces that was already given...
