What rooting complex would you reccomend, how much to give, and how often?

Its a 100w (26 or27w) full spectrum cfl bulb.

I constantly water it with an eye dropper. Sometimes twice a day. How much water should I give her and how often? By the way thanks for taking a look and giving me your thhoughts.

This is a 11 day old seedling that I got in a bag of sour diesel bud. I am using a lone 100w full spectrum cf in a standard house lamp w/shadel and keeping the seedling about 2-4 inches from the bulb. I am just using plain water from a fridge that is filtered. The soil is just some cheap stuff...
