i would get rid of them led panels i used to have them and the plan blue ones i found they would grow ok but they made the plants strech to much however i use my 225 leds now for cloning if you can get some cfls or a hps light

you should use 125w cfl for vegging gives out loads of light for your babies then put them under a 250w hid to flower

i would use dwc buckets with a 400w light very easy setup with great results
