No your lights are fine for seedlings for the first week or two, but you really don't need the lights until you really have growth.

Get the trays like everyone says also try and find cooking racks that fit in the trays and that are strong enough to hold your plants. The racks will lift them up a little 4" off the bottom of the tray if your still worried about standing water...
