Use a magnifying glass to look at the tricomes, that is the best way to tell if your plant is ready to be harvested. The tricomes start out clear and become milky when finishing and amber for a later harvest.
Whether I start with clones or seeds I always use grow plugs which are easy to tell if they need water or not. Once I see roots sticking out of grow plugs I transplant into dixie cups. Works for me everytime with good growth that doesnt get stunted by transplanting. Did you start the seed...

I would definetly go for the t-5. I have used both and the t-5 gives a noticable difference. I would recommend a 2ft 2 lamp fixture if you plan on growing one plant.
