Anyone have any idea what these dots are, pretty sure its not spider mites but there are white dots on the top of the leaves, brown on the underside. Any help is appreciated.

HOla - any advice on how to fix this is much appreciated - Outdoor, about 3 months in, Nutrients all from garden soil & miracle grow citrus soil, Watered from appalachian rain. There are small brown spots on the tops of the leaves as if they are being eaten but im not sure what pest it might...
