Could Chlorine or something similar in my tap water do this?

I'm not sure what's going on never had this happen before. Are my lights too close? Temps are steady 76 with my pro be at the top of buds. Fullsoil in geopots with terpinator nutes. 12/12 5weeks in. 6400k 125watt cfl x2
