Don't sweat ripping the roots a little. Cannabis is a vigorous plant and those roots will grow right back.
Let those develop a few more sets of leaves before transplanting.
Ideally you want the roots to fill out the cup without allowing it to go rootbound.

Change the paper towel and soak with fresh water. Put inside a ziplock and make it into a little greenhouse for them.
Some seeds take longer to germ naturally, and some are old stock so you just need to really soften up that outer shell.
Don't give up on them!
