Water - The only connection the Water Utility has with the government is buying easements on the roads that the government "owns".

Roads - You're assuming that we need the government to provide for roads. Some developments use the association fees to maintain the roads in the development. Most development firms pay to pave the roads themselves prior to construction commencing. Why?

Because they are also installing the pipes and cables that bring in the other utilities.

Hospitals - Strange, I suppose my question should be what's a hospital?

but i like snow removal and i want my police to have gas in their cars and the paramedics to have a
