from where i come from, we dont have grow lights (hps/mh) per say.
Can I use street lights? yellow and white?

If you have a Lowes around, you can pick up 400w hps or mh there. They're not your advertised "grow" light, but they will do the job.

what are lowes?
its a hardware store like home depot, ACE, and what not. i think mh are comminly used for like security lights around suburbs and stuff, thats what is at my friends apartment cause i took one down to see if it was big enough to replace the bulb i broke and hps i think on highways and rural streets

In the light bulb section. Walk past all the regular bulbs, then when you get to the giant fluorescents they are on a shelf below them. Well, at least that's where they are at my location. They are around $30 each.

I did look for ballasts as well for shits and giggles but they don't have them for 400w, only up to 250w.

where'd you find the ballasts? i look for them all the time and usually have lowes employees wondering what this stoned guy is doing walking up and down every aisle.

I've hear that the yellow colored street lights are hps, but I've never tried that one, just got mine off the net. I looked at the hardwarestores and as far as lights are concerned, imo, they're only good for cfl's. LOWES is a hardware store in the u.s. similair to HOME DEPOT. ..... souds like ur not in the states? Anyway, at my hardware store's i.e. lowes, home depot, etc.... they DO have metal halide and HPS bulbs, but as far as ballasts, hoods and such, NOTHIN.

To answer your question, it's YES. You can use the Metal Halide and High Pressure Sodium light fixtures and bulbs that are used for streetlights. Just make sure you wire them up correctly.

If you go to the section where they have the motion outdoor lights for your house; they are beside those on the shelves. Just under where the farm light shades are.

First of all most plants need blue and red spectrums so how would you use a street light that is yellow and white? Where are you from do you get any sunlight?You don't know what lowes is are a dumba$$ ( sorry if you don't live in America)?

If you let us know what country, or at the very least what continent you are on, you will probably get a little better advice.

I'm guessing since you're not familiar with lowe's, you are probably outside the usa. There are folks from all over the world around here, someone is sure to have some useful advice for you.

Are cfls available where you live? They are not so good for commercial grows, but can do a good job supplying your own personal stash.
