According to you I can just dump my trash in front of your home and not on your property and it is not a damn thing you can do. It is not your property. Only in front of your property. Your world sucks and would mean you have junk in front of your home
worse than junk, i'd route my toilets to dump on a hillside that overlooks his property....it's not his hillside, so fuck him if he doesn't like it

The problem with your question is it defaults to an assumption that whenever government is involved in something, any offensive force they wield doesn't count.

It's an incorrect assumption often made by people such as yourself who propose that an imposed authoritarian government, which is really just oppressive people masquerading as "authority" , can also be the bringer of "equality". That is self evidently impossible, by virtue of the presence of an imposed hierarchy..

People are under threat of offensive force if they

a) don't get permission to use their property as they see fit prior to opening a business

b) fail to abide by the edicts of government if/when they do open a business



So, now that I've answered your question can you tell me how one party forcing an interaction on another unwilling neutral party is how equality is created? "No, I can't Rob Roy, in fact, I've never been able to rebut your arguments and it's a little scary that you so easily best me in an argument." (that would be your answer if you ever did answer truthfully)

If you are trying to achieve "equal rights" and you accept that neither you or I have a right to force an unwilling person to serve us, or to associate with us, that would be expressed as "zero right" .

It would also mean no other person has that right either, so how can a group of people, none of whom possess the right to force that poor black guy you'd like to force to serve you, pass a nonexistent right into statutory law?,

Isn't the sum of a thousand or a million zeroes still zero ?
