Its not illegal to own and smoke out of a bong, as long as its not weed. PayPal is setting them up for trouble for stopping him. If this were the case headshops would not exist either. Use PayPal if you want, if they take anything stick your foot right up their ass. The worst thing they could legally do is not process the transaction.
