That question I cannot answer. I only know these numbers from a job working for a business that is supported (subsidized) by taxpayer dollars. To give more information here would actually be violating an agreement I made with them. However, they are a strong lobby (got the FCC to pass that digital tv conversion bullshit). You might want to actually contact the folks at NORML, as they're already organized and may already have lobbyists on staff.
For the oldest one, yes, he suffers from both disorders as yourself, and it does pain me to see how he is self-destructive, the choices in friends he makes, and when he's down. The younger one, though, he's the sweetest, kindest, and most generous person I have ever known, and I'm amazed that I've had the honor of being his mother.

The thing here is that, in my opinion, it is the (corporate) lobby that has really corrupted our current political system and structure. But, can we beat 'em? I don't know, so I say let's do as the Japanese did, play the game but play it better.
