Legalize IT

Ok, so I wanted to find out a little information on, HOW, we can try and get marijuana legalized, What we have to do, and why we are not doing it... I know this might be a stupid topic, But i figured it would at least if nothing else, make for good conversation? Ok, well, hit me back with your views you guys, because i dont know if it is possible, but, i was wondering if it would be possible to go to the city council with a petition to get marijuana Regulation on a ballet so that the people of your city can vote on it? Because, i mean, most people are really lazy when it comes to voting am i right? And they really wont unless they WANT the somthing. So i figure, if we can get marijuana Legalization on a ballet, ALL of the bud smokers in that town and even some non bud smokers will vote Yes on it, and the people who dont want it will be to lazy to go down there and vote NO on something they dont think will happen anyways, BUT, i remember that Living in America means "For the people, By the people" I think that means, For us, to benifit us, And we get to vote on it as a PEOPLE not as a one person sitting in an office, so that is my idea... probably dumb, but i am bored and want a good conv. so... TALK TO ME!
