Why couldn't you just run away then go to the book depository and walk up behind Oswald and punch him in the head before he shoots?

There are a few problems with what you said.
First, you said that you would run for president and not that you would become president.
Second, any laws that you put into place could easily be overturned by the following presidents.
Third, technically were not supposed to declare war unless they do it first.
