Is Pennsylvania going medical?

So last night I was throwing darts with a few friends when my one buddy starts telling me a friend of his has a legitimate Pennsylvania medical marijuana card. He is not one to make things up, and says he actually saw it in person and that the woman who has it was brought into the "program". Apparently it was explained to her that the card will also be valid in jersey and that in 2014 she will also be able to buy medical pot in harrisburg (Pennsylvania state capital and key place of legislature).

The reason for which this card was issued was bipolar depression, I have yet to hear anything about a medical program though 30 grams or less is decriminalized and punished with a fine and no crime record in the city of Philadelphia already. Ill be honest and say I haven't googled or researched it yet but im curious about the whole thing, if this turns out to be legitimate I wonder what kind of structure they would follow, I got the vibe it would be jersey type which I hope not I would be hoping for a caregiver dispensary system similar to California (what i refer to as an open market) where it would be possible for people with horticultural experience to make an exta buck. I wonder if it turns out to be true would my Colorado card and paperwork qualify me

It's total hear say at the moment but does anyone know about this?

Yeah I know it's not legal now trust me if it was I'd be going nuts. I told my friend there's no program or pending legislation I know of. I want to ask him for a picture of the card just out of curiosity
